Emerging Trump Doctrine Identifies The Continent's Fundamental Problem: An Alleged Shortfall of Xenophobia?

Throughout his first term, commentators often suggested that Donald Trump's remarks should be interpreted earnestly instead of word for word. Yet, real-world experience suggest that that formula may have got it backwards.

A recently unveiled American strategic document coupled with multiple statements from U.S. figures, presidential allies, and the former president have sparked potentially one of the most severe challenges for Atlanticism, the security framework that has underpinned peace and democracy in Europe since 1945.

From Financial Contributions to Civilizational Fear

Whereas Trump's earlier complaint centered on Europe's alleged failure to pay for its own security, his rhetoric has now evolved into a significantly more disturbing perspective.

Colored by racial prejudice and a staggering contempt for Europe's governing bodies and officials, he has issued warnings about the potential of societal collapse on a continent he barely knows and has predominantly seen from a distance.

"His recent interview lacking in a consistent philosophy is nevertheless replete with another element: the muddled anxiety of an older man facing a changing world."

This paranoid worldview, which has shaped contentious American border and policing policies, now appears to be shaping Washington's understanding of Europe.

The Racist Core

According to this logic, migration from developing nations leads to a weakening of European countries, making them "weak" under "stupid" leaders and paving the way for their eventual decline. It constitutes an unabashedly racist theory, with the president's allies making clear their support for nationalist political parties across Europe.

Although the general thrust of this race-baiting is familiar, its specific implications for European security are essential to grasp.

For Trump and his Maga acolytes—including billionaire Elon Musk, who recently advocated for the dissolution of the European Union—all politics is inherently transactional. However, while the previous argument was about burden-sharing, the new claim is that a declining Europe is fundamentally unworthy because of its shift toward diversity.

A Self-Fulfilling Prophecy

In his interview, Trump joins these dots in a kind of rhetorical loop. He acknowledges that Russia's Vladimir Putin desires a weak Europe. Trump proclaims Europe to be weak, and in exposing the fissures in the transatlantic alliance, he objectively helps Putin by actively undermining European cohesion—all while denying any responsibility.

This dynamic is playing out at perhaps the most consequential juncture for Europe in decades, with a devastating war in Ukraine and rising Russian-hostile actions elsewhere on the continent.

As European nations draw closer to Ukraine facing continuing warnings of U.S. withdrawal, the danger is that Trump has constructed a justifying narrative for not listening to his allies.

Reactions from Allies

This situation requires a robust response from capitals across Europe. While some figures, such as German Chancellor Friedrich Merz, have been blunt in their rebuttals, others—like the office of UK Prime Minister Keir Starmer—have continued with a strategy of attempting to appease the U.S. administration.

On Tuesday, the UK government refused to push back on Trump's comments about Europe or his latest criticism on the mayor of London.

The spokesperson stated, "The Prime Minister has a productive partnership with the American leader and a strong relationship with the Mayor of London, and is focused on cooperating with each to deliver stronger results for the British public."

The stark reality is that the president intends what he says and repeats what he means consistently. It is past time to abandon the pretense that things are different.
